A plant list that works in White River can fail in Ermelo, and the other way round. Before you compare quotes, make sure the landscaper's plan is built for your side of the escarpment, and for the local water situation.
Mbombela: garden watering only before 09:00 or after 18:00
The City of Mbombela's 2026/27 water tariff schedule, approved on 29 May 2026, keeps drought restrictions in place until further notice because the dams feeding its supply areas are low. During the restriction period, gardens, flower beds and lawns may be watered only before 09:00 or after 18:00, and paving may not be washed with drinking water.
Two more rules affect garden design: water fountains and water features may be run only on recycled water, and automatic pool top-up systems aren't allowed. The City also warns that pressure may drop and reservoir outlets may be closed at times to rebuild pressure.
| Hosepipe or irrigation offence (domestic) | Fine in 2026/27 |
|---|---|
| First offence | R9,469 |
| Second offence | R14,203 |
| Third offence | R18,937 |
What that means for an irrigation system
A first fine of R9,469 is in the range of what published guides quote for a basic sprinkler system, so it's worth getting the controller right. Ask for a timer set to early-morning cycles that finish before 09:00, and drip lines in the beds so a short window is enough.
If you want a water feature, plan a recirculating one that runs on recycled water, and budget for a tank. Because the City warns of pressure drops, ask the installer how the system will perform if pressure falls.
The schedule separates the City's own supply area from the Sembcorp concession area, so check which one your property falls in and which rules apply.
Highveld frost, Lowveld heat
SAEON's climate narrative for the province describes two distinct zones. The Highveld, around eMalahleni, Middelburg, Secunda and Ermelo, has cold winters with frost and summer thunderstorm rain. The subtropical Lowveld around Mbombela and Hazyview is wetter towards the escarpment and drier further east.
On the Highveld, choose frost-hardy plants for exposed beds and expect warm-season lawns to brown off in winter. In the Lowveld, rainfall is the bigger variable: a garden near the escarpment can carry thirstier planting than one in the drier east, where the water-wise approach the restrictions already push you towards matters most.
Test borehole water around eMalahleni first
A South African Cities Network report on eMalahleni found that coal mining has fractured rock and altered groundwater around the city, leaving some borehole water unsuitable for domestic use. If you plan to irrigate from a borehole there, have the water tested before you connect it to beds or lawn.
Landscaping prices in Mpumalanga
We found no published source showing that landscaping prices in Mpumalanga differ reliably from the national ranges. In Mbombela, the main cost implication of the local rules is irrigation: an automatic timer and drip lines cost more up front than a hosepipe, but much less than a single fine.

Landscaping in Mpumalanga: questions
When can I water my garden in Mbombela?
Under the City of Mbombela's drought restrictions in its 2026/27 tariff schedule, only before 09:00 or after 18:00. Watering gardens, beds or lawns during the day is not allowed, and a first domestic hosepipe or irrigation offence carries a fine of R9,469.
Can I have a fountain or water feature in Mbombela?
Yes, but during the restriction period the City says fountains and water features may only be operated with recycled water. Choose a recirculating design, fill it from a rainwater tank or recycled source, and don't connect it to an automatic top-up from the mains.
Which plants suit a Highveld garden in Mpumalanga?
Ones that handle frost. The Highveld has cold, frosty winters, so ask your landscaper to confirm that every plant in exposed beds is frost hardy. Plants chosen for Mbombela or Hazyview may not survive a Secunda or Ermelo winter in the open.
Can I water my garden with borehole water in eMalahleni?
Test it first. Mining around eMalahleni has altered groundwater, and a South African Cities Network report found some borehole water unsuitable for domestic use. A water test tells you whether it's safe to put on lawn, beds or vegetables.
