Solar power in Gauteng
Gauteng's metros have some of the largest rooftop solar fleets in the country, but no single set of rules: City Power, Tshwane and Ekurhuleni each run their own approval process, and Eskom covers the rest.

Aerial surveys analysed for SALGA put residential rooftop solar in early 2023 at about 131 MW in Tshwane, 85 MW in Johannesburg and 46 MW in Ekurhuleni, counting registered and unregistered systems alike. Each metro wants a system approved before it's connected, and each has its own idea of what approval involves.
The first question for any Gauteng solar quote is who sends your electricity bill. Some Gauteng homes are supplied directly by Eskom rather than by the metro, including in parts of Tshwane. Your installer applies to whichever one supplies you, and the requirements differ.
Johannesburg: City Power's paperwork
City Power's process starts with an electricity supply application to the City of Johannesburg for a notification number. The solar application then needs a single-line diagram, the inverter datasheet and NRS certificate, a site layout, a maintenance procedure, and after installation a PV commissioning form and certificate of compliance. In 2024 City Power said solar customers would move to post-paid accounts, with a smart bi-directional meter installed at the customer's expense.
In April 2026, responding to complaints about delays, City Power said there are no registration fees for SSEG and blamed the backlog on non-compliant submissions. It is now enforcing two existing rules: the certificate of compliance must come with proof that the contractor is registered with the Department of Labour, and nobody may sign documents on behalf of an ECSA-registered professional. Ask your installer for both before you pay a deposit.
Tshwane: the net-consumer rule
Tshwane's requirements, tabled with a proposed embedded generation policy in August 2025, say residential customers with solar move to an embedded generation tariff and get a bi-directional meter at their own cost. They also say only customers who remain net consumers, using more electricity than they generate over a 12-month average, are permitted, and the same document says the City won't compensate exports at this stage. Ask the City's Renewable Energy Office whether that has changed before sizing a system to sell power back.
Tshwane doesn't require building plans for roof panels unless they stand more than 1.5 m above the roof surface or more than 600 mm above its highest point. Higher installations need full plans, an engineer's endorsement and a zoning relaxation.
Ekurhuleni: prepaid, kiosks and engineers
Ekurhuleni's council-approved guideline deems every system grid-tied and requires the Head of Department: Energy's written consent. What happens next depends on whether you export:
- No export: fit reverse power flow blocking, and you may keep your prepaid meter.
- Export: you need a 4-quadrant bi-directional AMR meter installed at your cost, a deposit, and metering in a kiosk in the road reserve, also at your cost, unless a suitable street-front meter box exists. Units left on a prepaid meter are forfeited unless you delay the switch.
- Systems above 18 kVA: a registered professional engineer or technologist must sign off at commissioning. A PV GreenCard can be submitted alongside the certificate of compliance.
Solar Power prices in Gauteng
Published 2026 price guides don't show solar costing reliably more or less in Gauteng than elsewhere, so start with the national ranges in the solar cost guide.
The metro you're in changes the extras. In Ekurhuleni, exporting adds a meter, a deposit and possibly a road-reserve kiosk; in Johannesburg and Tshwane, a bi-directional meter is for your account. Ask each installer to list these municipal costs separately, so that quotes for the same kit can be compared fairly.
Where in Gauteng
You can request quotes from anywhere in the province, including City of Johannesburg, City of Tshwane, Ekurhuleni, Johannesburg, Soweto, Sandton, Randburg, Roodepoort, Pretoria, Centurion, Midrand, Benoni, Boksburg. Choose your region and suburb in the form, and providers who cover your area will quote.
Solar Power in Gauteng: questions
Does City Power charge a fee to register solar?
City Power said in April 2026 that there are no registration fees for small-scale embedded generation. You still pay for the installation, the certificate of compliance and the bi-directional meter, and City Power has said solar customers move to post-paid accounts, which carry their own monthly charges.
Why is my City Power solar application taking so long?
City Power says most delays come from submissions that don't comply. The common problems it's enforcing are a certificate of compliance without proof of the contractor's Department of Labour registration, and documents signed on behalf of an ECSA-registered professional. Check both before your installer submits.
Can I keep my prepaid meter with solar in Ekurhuleni?
Yes, if your system blocks reverse power flow and you don't export. If you want to feed power into the grid, Ekurhuleni requires a 4-quadrant bi-directional AMR meter, a deposit and, in most cases, a meter kiosk in the road reserve.
My Pretoria home is supplied by Eskom. Who do I register with?
With Eskom. Tshwane's embedded generation policy covers only customers in the City's own supply area; Eskom customers in Tshwane must register through Eskom and meet its requirements. Eskom has waived registration-related fees for grid-tied systems up to 50 kVA until further notice.

Before you request quotes
The questions people ask us most.
Is it really free?
Yes. Requesting quotes costs you nothing. The providers pay to receive requests, which is how the service is funded.
Will I be flooded with calls?
No. Your details go only to the providers quoting on your job, up to 3 of them.
Do I have to accept a quote?
No. Compare the quotes, ask questions, and accept one if it suits you. If none do, you don't have to go ahead.
Are the providers any good?
More than 200 registered service providers quote through our network. Compare quotes carefully, ask for references and photos of past work, and use the checklist on each service page before you hire.
How quickly will I hear back?
The solar installers who quote on your job contact you directly by phone or email.
What if I'm not happy with any of the quotes?
You don't have to accept any of them. If the prices are all higher than you expected, ask each provider what's driving the cost. The answers often show what the job really needs.
Is my information safe?
We handle your personal information in line with the Protection of Personal Information Act (POPIA) and share it only with the providers quoting on your job, up to 3 of them. Our privacy policy explains what we collect and your rights.
