Swimming pools in the Eastern Cape
In Nelson Mandela Bay, the question isn't only whether you can afford a pool, but whether the metro will let you fill it.

The Bay has spent much of the past decade under drought restrictions, and pools have been squarely in their sights. In the worst years the metro stopped approving new pools altogether. Even when the dams recovered, private pool filling stayed banned for a long time afterwards.
2026 brought both extremes: a national drought disaster in February, then floods in May that filled every supply dam, while parts of the metro went months with unreliable taps anyway. If you're planning a new pool or a resurface, build that uncertainty into the timeline.
Restrictions have targeted pools before, including new ones
When the supply dams fell to 17.55% in February 2021, the mayor's restrictions said no application to build a swimming pool would be approved, banned topping up pools with municipal water, and required municipal pools to be filled with suitable groundwater.
The rules didn't vanish with the rain. In January 2025, after the metro moved from Part C to Part B restrictions with dams above 80%, only targeted municipal pools could still be filled with municipal water, and private filling stayed prohibited. We couldn't find a 2026 notice confirming whether that rule has since been lifted, so ask the metro before you commit.
- Before signing, confirm with Nelson Mandela Bay that pool filling from municipal supply is currently allowed.
- Ask the builder what happens to the contract, and the payment schedule, if restrictions stop the fill.
- If you have a borehole, ask about filling from it, and check what the metro requires.
Full dams, dry taps
Heavy rain on 5 and 6 May 2026 filled all five of the Bay's supply dams to 100%, and Impofu overflowed for the first time since 2016. Yet by June, Daily Maverick reported that some suburbs had been without reliable water for close to four months, with Rosedale reservoir at 0% and Emerald Hill and Gelvandale at 2%. The metro acknowledged more than 7,500 unrepaired leaks.
For a pool, that means the problem may be getting water to your stand at all, not whether you're allowed to use it. Water losses in the metro hit a record 60.39% in the first half of the 2025/26 financial year.
- Ask whether a tanker fill is included or can be priced as an option.
- In June, higher-lying suburbs such as Lovemore Heights had completely dry taps while lower areas kept some supply, so plan for this if you live high up.
- Leave the old pool full until the resurfacing crew is ready, rather than draining early and waiting for supply.
Swimming Pools prices in the Eastern Cape
We found no published source comparing pool prices in the Eastern Cape with the rest of the country; the city tables we checked don't include Gqeberha or East London. National guides do add 5 to 10% for coastal sites, where marine-grade hardware is needed, which may apply in seaside suburbs.
Start with the swimming pool cost guide, and see what to check before you hire. Ask for any water delivery costs on a separate line.

Swimming Pools in the Eastern Cape: questions
Can I fill my pool with municipal water in Nelson Mandela Bay?
Check before you rely on it. Under the restrictions in force in January 2025, only targeted municipal pools could be filled with municipal water, even though dams were above 80%. We couldn't confirm whether that has changed in 2026, so ask the metro directly before booking a fill.
Will Nelson Mandela Bay approve a new pool?
We know of no blanket ban now, but during the 2021 drought restrictions the metro said no applications to build swimming pools would be approved. If dam levels fall sharply again, a similar rule could return, so get approval in before you dig.
The dams are full, so why is my supply unreliable?
Because the problem in 2026 has been the network, not the dams. Daily Maverick reported in June that several reservoirs were near empty and that the metro had over 7,500 unrepaired leaks. Higher-lying suburbs have been hit hardest. A tanker may be the dependable way to fill a pool.
