Swimming pools in Gauteng

On Gauteng's dolomite, a pool is a large tank of water sitting on rock that dissolves, so a slow leak is a sinkhole risk as well as a water bill.

Large parts of Ekurhuleni and pockets of Tshwane, including Centurion, are underlain by dolomite. Water soaking into the ground there is what sets off sinkholes, and a pool, its pipework and its backwash line all put water near the surface. Find out early whether your stand is on dolomite.

Water supply is the other Gauteng pressure. Both Johannesburg and Tshwane spent October 2026 asking residents to cut use, and pool filling is one of the first things their rules target.

On dolomite, a leak is the owner's liability

Ekurhuleni's Dolomite Risk Management Policy is blunt: the municipality isn't responsible for dolomite risk on private property, and it won't rehabilitate sinkholes caused by leaking private services on private land. Its standard title condition for new townships on dolomite says the owner has no claim for damage caused by water from leaking private services or poor stormwater drainage on the erf. The policy also lets the City serve notice on a landowner to remedy a hazardous situation at their own expense.

In Tshwane, the City named leaking water, sewer and stormwater pipes as the main cause of the 61 sinkholes on its priority list in February 2025, including in Lyttelton Manor, Centurion.

What dolomite-aware pool design looks like

The national Department of Public Works' guidelines for building on dolomite (2003) were written for state land, not private homes, but they show what engineers worry about with pools. On low-risk dolomite they call for:

  • Backwash water piped in HDPE to the stormwater or drainage system, discharging at least 20 m from the pool or any structure.
  • Fully impervious paving for at least 5 m around the pool, with a channel to catch splashed water.
  • No automatic water replenishment system.
  • A dolomite specialist advising on where the pool goes.

Ask your builder

Whether a geotechnical engineer should look at your stand first, where backwash will discharge, and how they'll pressure-test the plumbing before it's buried. On medium-risk land the same guidelines discourage pools altogether, so a specialist's view is worth having before you commit.

Filling a pool under Johannesburg and Tshwane restrictions

Johannesburg Water's Level 1 notice runs from 1 September 2026 to 31 March 2027 and bans filling swimming pools between 06:00 and 18:00. When the City weighed Level 2 in late 2024, the proposal would have banned topping up pools with municipal water altogether, so a first fill or refill after resurfacing is best done early in the season.

In Tshwane, late October 2026 brought targeted overnight restrictions and supply problems in areas including Garsfontein, Elardus Park and Moreleta Park, and residents were asked to avoid filling pools. Johannesburg, unlike Cape Town, doesn't insist on building plans for a private pool, but your estate or HOA may, and dolomite stands may need engineering input regardless.

Swimming Pools prices in Gauteng

Published guides do show Gauteng differences. SwimmingPoolBuilders.co.za's 2026 table puts concrete pools from about R230,000 in Pretoria and R250,000 in Johannesburg, and adds 15 to 25% for engineered foundations on dolomite-risk ground such as parts of Centurion and the West Rand. Completo describes Gauteng labour rates as competitive, and recommends fibreglass for its handling of ground movement on clay.

Swimming Pools in Gauteng: questions

Can I build a pool on dolomite in Gauteng?

Often, yes, but with care. Government guidelines for building on dolomite allow pools on low-risk land with precautions such as impervious paving around the pool and backwash piped well away, and discourage them on medium-risk land. Have a geotechnical engineer assess your stand before you commit.

Who pays if my leaking pool causes a sinkhole in Ekurhuleni?

Most likely you. Ekurhuleni's dolomite policy excludes sinkholes caused by leaking private services on private property from municipal rehabilitation, and the City can serve notice on an owner to fix a hazard at their own cost.

When can I fill my pool in Johannesburg?

Under Johannesburg Water's Level 1 restrictions, from 1 September 2026 to 31 March 2027, not between 06:00 and 18:00. Fill in the evening or early morning, and check whether restrictions have tightened before a resurface that needs a full refill.

Do I need plans for a pool in Johannesburg?

According to law firm STBB, the City of Johannesburg treats a private pool as minor building work and doesn't mandate building plans. You still need to meet the fencing rules, and estates or dolomite conditions on your title may add their own requirements.
