Swimming pools in the Western Cape

In Cape Town a pool comes with standing water rules: it must be covered when nobody's swimming, it can't top itself up from the mains, and it needs approved plans before the excavator arrives.

Cape Town's pool rules sit in the City's Water By-law, and they apply whether or not restrictions are in force. They should shape the design, not be bolted on at handover.

Timing matters this year too. The supply dams went into summer lower than a year ago, and the City has been weighing restrictions. A pool that has to be drained and refilled is the job most exposed to that.

A cover isn't optional in Cape Town

The City of Cape Town's permanent water rules say every swimming pool must be covered when it isn't in use, to cut evaporation. That's a by-law requirement, not advice, and it stays in force even though formal restrictions have been off since November 2020.

The same rules ban automatic top-up systems with a float valve fed from municipal drinking water. Some older pools were plumbed with one. If yours was, a renovation is the moment to remove it and plan for manual top-ups instead.

  • Ask for the cover to be priced with the pool, and choose one that also meets SANS 10134 if it doubles as your safety cover.
  • Ask whether the builder can route rainwater from gutters to a tank you can top up from.
  • Borehole and wellpoint water may be used for a pool, but the City says it must be used sparingly and efficiently.

Plans first, then the excavator

National Building Regulations treat a private pool as minor building work, but municipalities apply that differently. Law firm STBB notes that the City of Cape Town has confirmed owners must submit building plans for a pool and have them approved before construction starts, and that approved plans are a prerequisite for an occupancy certificate. Johannesburg, by contrast, doesn't mandate plans for pools.

Ask each builder who draws and submits the plans, whether that's in the price, and what fencing detail goes on the drawing.

Filling and refilling in a dry summer

In October 2026 combined storage in the Western Cape Water Supply System stood at about 75%, below the same time a year earlier. EWN reported that restrictions could start as early as December, after national modelling. Climate scientist Peter Johnston singled out not overfilling pools as one way households can save.

The City is also sending notices to households that use more than 15,000 litres a month for two months running, warning that their supply could be restricted. A first fill, or refilling after a resurface, can use a large share of that in a single month.

  • If you're resurfacing, ask whether the work can be done before any restrictions take effect.
  • Ask about filling from a water tanker rather than the mains, and get the cost in writing.

Swimming Pools prices in the Western Cape

Published price guides do put Cape Town at the top of their city comparisons. SwimmingPoolBuilders.co.za's 2026 city table shows concrete pools in Cape Town from about R270,000 against R250,000 in Johannesburg, and Completo says Cape Town installations run slightly higher than Gauteng, partly because of rocky ground. Coastal sites can add 5 to 10% for marine-grade hardware.

Treat those as guides rather than quotes, and compare like with like. The swimming pool cost guide has the national ranges, and what to check before you hire covers the contract.

Swimming Pools in the Western Cape: questions

Do I have to cover my pool in Cape Town?

Yes. Under the City of Cape Town's permanent water rules, every swimming pool must be covered when it isn't being used, to limit evaporation. This applies even when no water restrictions are in force. A solid safety cover can do both jobs if it meets SANS 10134.

Can my pool top itself up automatically in Cape Town?

Not from the municipal supply. The City bans automatic top-up systems that use a float valve fed from drinking water. You can top up manually, or from a rainwater tank. If a renovation uncovers an old float valve on the mains, have it removed.

Do I need plans for a pool in Cape Town?

Yes. The City of Cape Town requires building plans for a swimming pool to be approved before construction starts, and approved plans are needed for an occupancy certificate. Ask your pool builder whether drawing and submitting the plans is included in the quote.

Should I wait to resurface my pool this summer?

Possibly the opposite. Resurfacing means draining and refilling, and EWN reported in October 2026 that Cape Town restrictions could start from December. If you plan to resurface soon, ask builders whether it can be finished first, or price a tanker fill.

Will I be flooded with calls?

No. Your details go only to the providers quoting on your job, up to 3 of them.

Do I have to accept a quote?

No. Compare the quotes, ask questions, and accept one if it suits you. If none do, you don't have to go ahead.

Are the providers any good?

More than 200 registered service providers quote through our network. Compare quotes carefully, ask for references and photos of past work, and use the checklist on each service page before you hire.

How quickly will I hear back?

The pool builders who quote on your job contact you directly by phone or email.

What if I'm not happy with any of the quotes?

You don't have to accept any of them. If the prices are all higher than you expected, ask each provider what's driving the cost. The answers often show what the job really needs.
